Emergency Extended Unemployment Compensation Act of 2008
To provide for a program of emergency unemployment compensation.
This bill would provide for 13 more weeks on unemployment benefits to workers exhausting their regular unemployment compensation, In states with unemployment rates above 6 percent, it would provide an additional 13 weeks, for a total of 26. The extension would apply to anyone whose benefits are exhausted before January 2009, an estimated 3.5 million.

(Sec. 2) Authorizes a state to enter into an agreement with the Secretary of Labor under which the state agency will make emergency unemployment compensation payments to individuals who:
(1) have exhausted all rights to regular compensation under state or federal law with respect to a benefit year ending on or after May 1, 2007;
(2) have no rights to regular compensation or extended compensation with respect to a week under such law or any other state or federal unemployment compensation law; and
(3) are not receiving compensation for such week under the unemployment compensation law of Canada. Authorizes a state's governor in an extended benefit period, if state law permits, to provide for the payment of emergency unemployment compensation before extended compensation to individuals who otherwise meet the requirements of this Act.
(Sec. 3) Requires such agreements to require states to establish an emergency unemployment compensation account for an applicant's benefit year. Prescribes a formula for crediting amounts to such accounts. Makes a special rule to augment the compensation amount if such an account is exhausted while the state is in an extended benefit period. Revises the definition of "extended benefit period" to include states with a total unemployment rate (TUR) of at least 6.0% and states with an insured unemployment rate (IUR) of at least 4.0% (regardless of certain other ordinary requirements).
(Sec. 4) Requires federal payments to states that have entered into such agreements to cover 100% of emergency unemployment compensation payments. Prohibits such payments from being made to any state if it is entitled to reimbursement in respect of such compensation under any federal law other than this Act or federal law relating to unemployment compensation for federal employees and ex-servicemen. Denies a state entitlement to any reimbursement under the latter law if the state is entitled to reimbursement under this Act.
(Sec. 5) Requires funds in the extended unemployment compensation account of the Unemployment Trust Fund to be used for payments to states having such agreements. Appropriates out of the employment security administration account of such Fund, without fiscal year limitation, the funds necessary to assist states in meeting the costs of administration of such agreements. Appropriates from the general fund of the Treasury, without fiscal year limitation, to the extended unemployment compensation account of the Unemployment Trust Fund such sums as the Secretary estimates are necessary to make payments for:
(1) compensation payable to federal employees and ex-servicemen; and
(2) compensation payable on the basis of certain services performed for nonprofit organizations or governmental entities. Declares that none of these appropriations shall be required to be repaid.
(Sec. 6) Makes an individual ineligible for further emergency unemployment compensation, and subjects him or her to fines and imprisonment of up to five years, or both, if the individual knowingly has made, or caused another to make, a false statement or representation of a material fact, or knowingly has failed, or caused another to fail, to disclose a material fact, and as a result of such actions the individual has received such emergency unemployment compensation to which he or she was not entitled. Directs the state to require such an individual to repay the compensation to the state agency unless the state determines that:
(1) the overpayment was without fault on the individual's part; and
(2) such repayment would be contrary to equity and good conscience.
(Sec. 8) Requires any agreement entered into under this Act to apply only to weeks of unemployment:
(1) beginning after the agreement is entered into; and
(2) ending on or before February 1, 2009.

I'm in the same boat - been looking for work since sept of 2007 - Here in Michigan the jobs are not there and it has been for way too long - sick n tired of looking and besides that - I don't have the money to put in the gas tank to go look for jobs - That aren't there.
All of the unemployed need this bill to pass as quickly as is possible and to bring it to the attention of the American public! This is as important as the tax rebates!
so w&M passed it today? When does the house vote? I was laid of 12-31-07 and have had nothing other than jobs who meet with me and then tell me I am to over qualified for the position..grrrr how do you get a job in this cruddy economy even when you are settling for less?

Ways and Means Passes Extension of Unemployment Benefits
Bi-partisan legislation would provide additional 13 weeks of benefits nationwide
WASHINGTON, D.C. – In responseto the growing number of workers losing their jobs and the high numberof long-term unemployed workers, the House Committee on Ways and Meanstoday passed bipartisan legislation to provide an immediate extensionof unemployment benefits nationwide. H.R. 5749, the Emergency Extended Unemployment Compensation Act,was introduced by Ways and Means Income Security and Family SupportSubcommittee Chairman Jim McDermott (D-WA) and Committee Member PhilEnglish (R-PA) last week to address the growing concerns of this recenteconomic downturn. H.R. 5479 passed the committee by a vote of 23 to 13.
"This bill demonstrates our commitment to act quickly and responsibly," said Income Security and Family Support Subcommittee Chairman Jim McDermott (D-WA). "The economy is in trouble, the American people are in trouble; and we intend to help. If ever there was a time when the American people expected action out of Congress, this is it."
The Emergency Extended Unemployment Compensation Act would:
Immediately provide up to 13 weeks of extended unemployment benefits in every State.
Provide an additional 13 weeks (for a total of 26) in States with high unemployment (six percent or higher)
Be financed by the federal unemployment trust funds, which now have more than enough reserves to cover the cost.Without this legislation, a projected 3 to 3.5 million Americans
will exhaust their unemployment benefits without finding work. Across
America the unemployment rate is rising; nationally, the rate stands at
5.1% and leading economists believe the downturn has not yet bottomed
out.

This terrible economy is a spinoff from the mountains of fraud & waste from the war.You cant tell me that we arent hurting after sending palettes of money to Iraq that are still unaccounted for.Or being overcharged for services by Cheney's cronies.

The more out of work and angry Republicans are screwed over in terms of this much needed extension (Especially with the extra 50 dollars. Gas prices were 3.25 yesterday, 3.39 today! It's alarming! Have these guys been to a supermarket lately? The prices have been creeping higher and higher.) the more of them will run into the arms of Obama and even Hillary Clinton because they at least in between arguments and jibes address the problem.

Monday, I took a test for a $13 office job (less than half of what I used to earn) there were 500 people taking the test for that one job.

I've been trying to pay 170-200 dollars a week in rent, but because my unemployment is gone, its going to be harder to do that for the next two weeks.
I had the naive hope that I could put aside that stimulus money for some sort of fun. A concert, a trip, a good show.
But it seems hopeless.
Like millions of Americans it will probably have to go towards this enormous fire of bills and rent.
It will be like using a squirt gun on a huge forest fire.
Most Americans say they will pay bills with the rebate. It's money already spent. So, it won't stimulate the economy at all. Not much going towards spending on new purchases, if at all.

Don't worry, I'm not the negative entity from the other site. Who is trying to keep off subject. I've always had to look for jobs throughout my career, I'm a union carpenter in commercial construction, thats the bad side of it. Project gets complete and try and network and knock on lot's of job site office doors etc. (Rejection is something I have learned to live with) It's feast or famine, I've been in it since 1976. This is the hardest time ever trying to get work, really. I've payed property taxes since 1982 twice a year. It pays for you know schools, and fire dept's. and medics,and roads, politicians wages and benefits.etc. I',m an honorably discharged N.C.O. from an elite military unit here in the U.S. I risked my life for this country, and a few times almost had it taken. The government just keeps holding out their hand , we just keep shoveling more cash into it. Over the years I have handed over approx. $78,000 thats not even including income taxes, or sales taxes, or capitol gains taxes. And those disconnected republicans at the H&W committee have the audacity to call me A person who isn't looking for work? Because my state U.I. ran out? I COULD HAVE GOTTEN A BETTER DEAL WITH MY MONEY IF I WOULD HAVE BOUGHTEN GARBAGE!!!!

Do they have any idea how cold it's been? I've been out in 18 degree weather going to an interview only to have the interviewer tell the person who set it up that I had my coat on the whole time.
i did not, and even if I did, does it matter when I was making direct eye contact and asking intelligent questions?
I've joined tons of temp places who all say, it's slowed down.
Since I don't have a car, I haven't been able to take jobs offered in places that are too hard to get to. It would cost a ton of money to get to such places.
These expensive suit-wearing making six figure salaries have the nerve to say that I'M NOT TRYING TO FIND A JOB?
It's getting discouraging because sometimes they are so PICKY.

I wonder if typing this link in to google search will and going to it often, will it bring it to the top of google search. I tried to find it in google unemployment ext (various ways) and 2544 came up on top. Wonder if it will make a difference and make it easier to find people by getting more hits as a top google search. Just a thought.
